The Institute of International Finance affirms Africa's sustainable ...


The Institute of International Finance, according to its maiden report on sub-Saharan Africa, said that the continent could maintain the 4.7% annual growth seen since 2007. Africa, regarded as the world?s second fastest growing region, has witnessed impressive growth and the IIF believes the region can attract even more investors.

According to George Abed, Head of the IIF?s Africa and Middle East, ?After emerging Asia, Africa is the fastest-growing region in today?s world. Many countries on the African continent have achieved great progress in stabilising their economies and consolidating their rates of growth. What is remarkable about this outcome is that it has been achieved during a period of unprecedented global financial turbulence.?

A report covering seven of the region?s leading economies- C?te d?Ivoire, Ghana, Kenya, Nigeria, Tanzania, Zambia and South Africa- suggests that lower debt, better economic management, political stability and an extended resource boom will guarantee Africa?s steady economic rise.

The report also reveals that, excluding South Africa, the other six countries witnessed a total external debt decline of 45% of gross domestic product (GDP) between 2003 and 2011. However, South Africa continues to enjoy a bulk of the continent?s inward portfolio investments.

Emphasizing an increased interest in African government debt, Moody?s recently launched its first sovereign ratings for Nigeria, Kenya and Zambia.?The ratings measure how likely a country is to err on its debt and go further to determine a government?s cost of borrowing. Moody?s gave Nigeria the highest rating of the trio, at Ba3, just below investment grade.

The IIF Head has however, warned African governments to be careful still, saying, ?We should keep in mind that Africa?s recent strong performance has been materially aided by massive debt relief and a sustained commodity boom. The future global environment may not be so accommodating?.

The IIF represents leading banks and financial institutions around the world, notably those who hold large amounts of government bonds.

Still, the basics seem to be in place for Africa to witness the kind of remarkable growth that has caused regions like South East Asia and Latin America to blossom.

J.C. Penney reports hefty 3Q loss

(AP) ? J.C. Penney Co. reported a bigger-than-expected loss in the third quarter on plummeting sales as customers continue to reject its move get rid of blockbuster sales in favor of everyday low pricing.

Friday's report marks the third consecutive quarter of losses and steep sales declines since the mid-priced department store chain get rid of hundreds of sales it used to offer each year and instead cut prices permanently about 40 percent throughout the store. It's a big blow to Penney, which has suffered in recent years as it's failed to keep its stores fresh and its core middle-income shoppers have been hard hit by the weak economy.

The results underscore the challenges Penney's CEO Ron Johnson, the former Apple Inc. executive who came on board a year ago, faces as he tries to change the behavior of shoppers who have grown accustomed in to seeing sales signs of up to 70 percent off. Under Johnson, Penney has been changing everything from its merchandise to its stores. But the centerpiece of his strategy has been to tweak pricing, with the goal of weaning deal-addicted customers off of the kind of heavy discounting that eats away at a retailer's profits.

But customers have not embraced Penney's pricing plan, which it rolled out on Feb. 1. The company has reported mounting losses and sales declines. Investors have sent its shares down nearly 40 percent this year. And critics are questioning whether the chain will ever regain its footing.

Penney, which has acknowledged that it made some mistakes, has done some tweaking. The Plano, Tex.-based company made some adjustments to its pricing in August, just six months after it rolled the plan out. And the company has been changing its advertising to better communicate the plan to customers.

The retailer also has been remaking its stores. It's adding 10 mini-shops with various designers within in stores. The company plans to add 100 shops inside 700 of its 1,100 stores by late 2014. The remaining 400 stores are in small towns and won't feature the full makeover.

Surrounding those shops will be extra-wide aisles that Johnson calls "streets." Along those pathways will be ice cream and coffee bars and wood tables with built-in iPad tablet computers shoppers can use. In the middle of it all, a Town Square will offer activities like Pilates.

Johnson said in September that he's encouraged by sales at the new shops, which are faring better than the rest of the stores.

But Penney still has a long way to go toward revamping its business. The chain said Friday that it lost 56 cents per share, or $123 million in the quarter ended Oct. 27. That compares with a loss of $143 million, or 67 cents per share, in the year ago period. Revenue dropped 26.6 percent to $2.93 billion in the quarter.

Analysts had expected a 15 cent loss on revenue of $3.27 billion.

Revenue at stores opened at least a year dropped 26.1 percent. Analysts expected a 17.6 percent drop. During the first quarter, that measure dropped 18.9 percent, while during the second quarter, it fell 21.7 percent.

On the news of the poor results, Penney shares fell $1.59, or 7.3 percent, to $20.10 in premarket trading on Friday.

Sweet potato angel biscuits

Biscuits made seasonal with sweet potato will be a welcome addition to your Thanksgiving bread basket, and serve as the perfect vehicle for bite-sized leftovers.

I do give thanks for biscuits. And?I love a little biscuit bite in the Thanksgiving bread basket, particularly when they are made seasonal with the addition of sweet potato. These angel biscuits use yeast to get an extra rise, which is helpful when you add the dense potato pur?e. Make sure you potato is cooked through and soft to create the smoothest pur?e.

I like these biscuits in their purest form, but you could add a 1/2 teaspoon of cinnamon if you want to, or even some very finely chopped fresh sage. They are delicious with plain butter, but a little honey or sorghum stirred into that butter takes them up a level. And they make a great breakfast treat or party snack, stuffed with a sliver of ham or leftover turkey and a cranberry sauce. Feel free to cut them as nice big biscuits or little bite-size babies.

Sweet Potato Angel Biscuits
Makes 12 2-inch biscuits?

1 large sweet potato, about 12 ounces?(to yield 1 cup pur?e)

1/2 cup warm water

1 teaspoon sugar

2-1/4 teaspoon (1 package) active dry yeast

5 cups soft wheat flour (such as White Lilly)

2 teaspoons salt

1 teaspoon baking powder

1 teaspoon baking soda

1/2 cup (1 stick) cold butter

1-1/4 cup cold buttermilk

1/4 cup melted butter

Prick the sweet potato all over with a skewer or a thin knife.? Microwave the potato on high for 12 to 15 minutes until it is very soft when squeezed. Alternately, you can bake the potato in the oven for about an hour. ?Holding the potato with a folded tea towel, cut it in half and scoop the flesh into a small bowl.? Mash the flesh with a fork to a smooth pur?e. ?Leave to cool.

Preheat the oven to 425 degrees F.? Grease 2 9-inch round cake pans.

Stir the sugar and warm water (about 105 degrees F.) together in a small measuring jug. Sprinkle over the yeast and leave for 10 minutes until it is foamy.

Stir the flour, salt, baking powder and baking soda together in a large bowl of a stand mixer. Cut the butter into small cubes and add it to the flour. Using the paddle attachment, blend the butter and flour on low speed until the butter is the size of small BBs. You want some butter blended in, but the visible small pieces of butter help make the biscuits fluffy.

Stir 1 cup of the buttermilk into the potato pur?e, mixing vigorously to create a smooth liquid.? Add this to the flour and butter, add the yeast mixture, and beat on medium speed, just until everything comes together.? If the mixture is dry, add a little of the extra buttermilk until the dough comes together.

Dump the dough out onto a lightly floured surface and knead just a few times to pull everything together. Pat the dough out to a circle about an inch thick.? Dip a cutter into flour and press it into the dough and pull up (don?t twist the cutter or the sides won?t rise). Place the cut biscuits in the prepared cake pans, fitting them in tight with the sides touching. Pat any scraps together and cut out more biscuits. Brush the tops with melted butter and bake for 10 ? 12 minutes until risen and firm to the touch. If you want to brown the top of the biscuits, turn the broiler on, and watch carefully until they start to brown.? You can brush the hot cooked biscuits with a little extra melted butter if you like.

If you?d like to make these biscuits ahead, you can refrigerate the unrolled dough tightly covered for up to 2 days, then proceed with the recipe. To make them further ahead, roll and cut your biscuits, place them on a baking tray and freeze for an hour or so until solid.? Transfer to a ziptop bag with all the air squeezed out.? Bake from frozen, increasing the cooking time as needed. If you don?t serve these fresh from the oven or have leftovers, wrap them in foil and warm in a low oven.

Malawi lauded on anti-gay law moratorium

(AP) ? Going against a trend in Africa, Malawi's government is moving to suspend laws against homosexuality and has ordered police not to arrest people for same-sex acts until the anti-gay laws are reviewed by parliament.

Human Rights Watch called the decision "courageous" and said it should inspire other countries that criminalize homosexuality.

Justice Minister Ralph Kasambara last week told a public debate on minority rights that the police have been ordered not to arrest anyone suspected of engaging in homosexuality. Anyone convicted under Malawi's anti-gay laws, some of the toughest in the world, can get up to 14 years in jail with hard labor. Kasambara said parliament will soon discuss the laws.

In May, President Joyce Banda announced that she wants to repeal Malawi's laws against homosexual acts, going against a trend in a continent in which gays are being increasingly singled out for prosecution. Traditionalists and religious leaders condemned her, saying she was trying to please Western donor nations. They argued that homosexuality is alien to Malawi's cultural and religious values.

Kasambara said the suspension of arrests was ordered because "if we continue arresting and prosecuting people based on the said laws and later such laws are found to be unconstitutional it would be an embarrassment to government."

Human Rights Watch said Wednesday that arresting people for consensual same-sex conduct violates international human rights standards and constitutional guarantees of equality in many countries.

"Malawi has taken a bold step forward, putting respect for its own constitutional guarantees of equality front and center," said Tiseke Kasambala, a Malawian who is the Africa advocacy director at Human Rights Watch. "Malawi's decision has given hope to thousands who risk prison sentences under such laws."

Amnesty International also praised Malawi for the "historic step in the fight against discrimination in the country".

At least 76 countries, 38 of them in Africa, have criminalized consensual same-sex conduct, according to Human Rights Watch.

Add new accessories

Install a deep tub

AT&T planning large investment to expand LTE network

AT&T will invest $14 billion in the expansion of its LTE network. While AT&T is the second-largest cellular carrier in the US, it lags severely behind rival carrier Verizon in their deployment of LTE. While AT&T managed to sell a record-breaking number of iPhones with the launch of the iPhone 5, customers may decide to drop AT&T in favor of the more-robust Verizon network. The investment will be made over a three-year period, and would cover both wireless and wireline broadband networks. In a statement, AT&T said:

AT&T today announced plans to invest $14 billion over the next three years to significantly expand and enhance its wireless and wireline IP broadband networks to support growing customer demand for high-speed Internet access and new mobile, app and cloud services. The investment plan ? Project Velocity IP (VIP) ? expands AT&T's high-potential growth platforms, helping drive continued increases in revenues from existing and new products and services, and earnings per share.

AT&T LTE is currently available in a limited number of cities, though the company plans to cover 250 million people with LTE by the end of 2013. This new plan would cover 300 million people by the end of 2014. With almost every new device, flagship or not, launching with LTE support, the expansion of these networks is critical to the long-term viability of any carrier. With AT&T lagging behind in deployment, investments like these are necessary to remain competative. The growth of AT&T?s LTE network will also benefit iPhone users. Currently, the LTE capabilities of the iPhone 5 are not available to most of AT&T?s customers. As LTE covers more areas, more customers will be able to take full advantage of the higher speeds, giving customers a better and more complete experience than they currently enjoy.
