There is also a telling section about Penn State?s failure to comply with the Clery Act, which Congress passed in 1998 to keep students and parents informed about campus safety. Named for Jeanne Clery, a Lehigh University student who was raped and murdered by a man who went into her dorm at night through unlocked doors, the law requires colleges and universities to report the number of ?sex offenses, forcible or nonforcible,? including rape, acquaintance rape, attempted rape, and unwanted fondling or touching, that take place on- and off-campus. The law says schools must disclose all sex offenses reported to local police or ?campus security authorities,? and since 1999, the Department of Education has had rules telling schools how to follow these safeguards. Penn State was out of compliance with those rules. Other schools have been, too, to be fair. But the university?s disregard for the Clery Act is telling: Spanier knew little about it. The law is a powerful tool for tracking sex crimes. If Penn State had taken it more seriously, they could have ended Jerry Sandusky?s monstrous reign over his victims years earlier.

PHNOM PENH, Cambodia (AP) ? A deadly form of a common childhood illness has been linked to the mysterious child deaths in Cambodia that sparked alarm after a cause could not immediately be determined, health officials said Monday.

Lab tests have confirmed that a virulent strain of hand, foot and mouth disease known as EV-71 is to blame for some of the 59 cases reviewed since April, including 52 deaths, according to a joint statement from the World Health Organization and Cambodian Health Ministry. The numbers were lowered from the initial report of 62 cases.

EV-71 is a virus that can result in paralysis, brain swelling and death. Most of the Cambodian cases involved children younger than 3 who experienced fever, respiratory problems that led to rapid shutdown and sometimes neurological symptoms.

Epidemiologists are still trying to piece together information about the cases by interviewing parents because some details may have been omitted or missing from medical charts and specimens were not taken from most children before they died, said Dr. Nima Asgari, who is leading the WHO investigation. Of 24 samples tested, 15 came back positive for EV-71.

"As far as I'm aware, EV-71 was not identified as a virus in Cambodia before," Asgari said, adding that based on the information now available it's likely that the majority of untested patients were infected with it.

"We are a bit more confident. We are hoping that we can come up with something a bit more conclusive in the next day or so," he said.

Hand, foot and mouth disease has been raging across Asia and usually causes a telltale rash. Blistering was only reported in some of the Cambodian cases, and it's possible that steroids administered by doctors could have masked the symptom or it may not have been recorded, he said.

The lab results also identified other diseases in some cases, including mosquito-borne dengue fever and Streptococcus suis, a germ commonly seen in pigs that sometimes infects people, often causing meningitis and hearing loss.

Hand, foot and mouth disease is spread by sneezing, coughing and contact with fluid from blisters or infected feces. It is caused by enteroviruses in the same family as polio. No vaccine or specific treatment exists, but illness is typically mild and most children recover quickly without problems.

The virus gets its name from the symptoms it causes, including rash, mouth sores and blisters covering the hands and feet. Many infected children don't get sick but can spread it to others.

Neighboring Vietnam has been battling a surging number of hand, foot and mouth disease cases for the past few years, with EV-71 also wreaking havoc there. Last year, the disease sickened more than 110,000 people and killed 166, mostly children whose immune systems were not strong enough to fend off the infection.

China is also experiencing an outbreak, and more than 240 people have died of the disease there this year, according to China's Health Ministry.

The Cambodia investigation is continuing, but the H5N1 bird flu virus, SARS and Nipah ? a deadly virus usually spread by fruit bats or pigs ? have all been ruled out.

NEW DELHI (AP) ? While much of the world was celebrating the international cooperation that led to last week's breakthrough in identifying the existence of the Higgs boson particle, many in India were smarting over what they saw as a slight against one of their greatest scientists.

Media covering the story gave lots of credit to British physicist Peter Higgs for theorizing the elusive subatomic "God particle," but little was said about Satyendranath Bose, the Indian after whom the boson is named.

Despite the fact that Bose had little direct involvement in theorizing the Higgs boson itself, in India the lack of attention given to one of their own was seen as an insult too big to ignore.

"He is a forgotten hero," the government lamented in a lengthy statement, noting that Bose was never awarded a Nobel Prize though "at least 10 scientists have been awarded the Nobel" in the same field.

The annoyance marks yet another case in the ever-growing list of perceived global snubs Indians feel they suffer, from the U.S. airport searches of Bollywood star Shah Rukh Khan to the naming of a superbug after New Delhi, where it was found.

"Indians are touchy about this. All post-colonial societies are touchy about this," said political psychologist Ashis Nandy of the Delhi-based think tank Center for the Study of Developing Societies. "The sooner we get out of that, the better."

Nandy, who interviewed Bose before his death in 1974, said the scientist himself was "least concerned about rankings and prizes."

The boson is named in honor of the Kolkata-born scientist's work in the 1920s with Albert Einstein in defining one of two basic classes of subatomic particles. The work describes how photons can be considered particles as well as waves ? such as in a laser beam. All particles that follow such behavior, including the Higgs boson, are called bosons.

Higgs, the English physicist, and others proposed the Higgs boson's existence in 1964 to explain what might give shape and size to all matter. Laymen and the media sometimes call it the "God particle" because its existence is key to understanding the early evolution of the universe.

By then, Bose was living in his Indian city of Kolkata after 25 years running the physics department at Dacca University, in what is now Bangladesh. Bose died aged 80 in 1974. The Nobel is not awarded posthumously.

Indian newspapers decried the fact that Bose was mostly ignored last week when scientists announced the Higgs boson breakthrough, made using a giant atom smasher at the European Organization for Nuclear Research in Switzerland.

Bose "remains unmentioned in most news stories about this discovery," read an opinion piece in the Hindustan Times written by Yale University professor Priyamvada Natarajan, who says Western scientists often gain credit for major discoveries.

"It is harder for scientists to be recognized if they are seen as outliers and if their gender, race or work do not let them belong," she said.

The Sunday Times of India noted other eminent Indian scientists who "never got their due," including physicist G.N. Ramachandran who died in 2001 after making biological discoveries like collagen's triple-helix structure and 3-D imaging used in studying the human body.

It also said living Indian scientists, Varanasi-based molecular biologist Lalji Singh and New York-based E. Premkumar Reddy, should be candidates for awards. Both men reportedly said they were not interested in lobbying for prizes.

"Many people in this country have been perplexed, and even annoyed, that the Indian half of the now-acknowledged 'God particle' is being carried in lower case," The Economic Times wrote in an editorial Monday. What most don't realize is that the naming of all bosons after Bose "actually denotes greater importance."

500px Snapped Up Recommendation Engine Algo Anywhere For $2 Million In Cash And Stock

500px, the Toronto-based startup that powers a super-slick photo sharing site, announced today that it has made its first acquisition with the purchase of Algo Anywhere, a startup also based in Toronto that specializes in recommendation algorithms. 500px says Algo Anywhere's recommendation engine technology will integrated fully into its site to power new personalization features. The pricetag was some $2 million, which came in a mix of cash and stock, a source involved in the deal tells me. That's a very nice takeaway for a bootstrapped two-man startup that was founded just 10 months ago.

Washington Monument May Be Closed Until 2014

600,000 people visit the Monument every year. Engineers said the worst damage is between 475 feet and 530 feet on the structure, but panels are damaged from top to bottom. Thus the scaffolding is vital for proper repair.

The park service estimates the repair will cost $15 million and hopes to award a contract and begin work by September.

The scaffolding that will be built for the repair project will be similar to one used for the refurbishment of the monument's exterior in 1999 and 2000. Officials hope to use a decorative cover for the metal scaffolding, similar to a covering used 12 years ago that proved popular with the public when it was lit at night. The $15 million will be derived from two sources: Congress, which will fund $7.5 million, and Carlyle Group co-founder David Rubenstein, who has pledged the other $7.5 million.
