Spies Against Armageddon: Inside Israel?s Secret Wars states unequivocally that Mossad, Israel?s intelligence agency, assassinated five of Iran?s top nuclear scientists over the last five years, as part of a broader campaign aimed at sabotaging the country?s nuclear programme.

It is already widely acknowledged that the Western powers are mounting a covert terrorist campaign to destroy Iran?s nuclear infrastructure. But new allegations by authors Yossi Melman, a leading Israeli military and intelligence journalist who writes for Ha?aretz, and Dan Raviv, a CBS national political correspondent, reveal that the assassinations were all carried out by Mossad operatives who used ?safe houses? maintained inside Iran since the Shah?s era.

These were not contract killings, but ?blue and white? operations?a reference to the colour of Israel?s flag. Mossad operatives from Kidon, a unit responsible for assassinations and kidnappings, conducted the murders.

The authors of Spies Against Armageddon are not left-wingers seeking to expose Mossad?s criminality. They glorify its services to Israel. Melman is on record as supporting an Israeli pre-emptive strike on Iran, penning an article in Ha?aretz in April 2009 headlined, ?I would advise Netanyahu to attack Iran?Such a move would serve the interests of the West and the Arab world, but they can ill afford to admit it?.

The book suggests that most of the assassins were Israelis of Iranian origin who probably held dual nationality and an Iranian passport. Tens of thousands of Iranian Jews left Iran after the 1979 revolution, many moving to Israel. Mossad selected and trained a few of them or their Farsi-speaking children. These agents have been able to access Iran regularly by numerous routes, including the Kurdish region and some of the states in the Caspian Basin, such as Azerbaijan, with which Israel has close relations.

US State Department cables in 2007 released by Wikileaks indicate that Mossad had planned to use its established links with disaffected minority groups in Iran?Baluchi, Azeri and Kurdish minorities, including Islamist groups?to delay Iran?s nuclear project. Mossad chief Meir Dagan rejected subcontracting such sensitive missions as assassinations in Iran?s capital to mercenaries.

The book makes clear that Washington was well aware of Mossad?s campaign of ?covert measures? and ?counter-proliferation?, if not the timing and specific details, so that the White House could preserve deniability.

Last December, nuclear scientist Professor Mostafa Ahmadi Roshan, 32, was killed in a car bomb in Tehran after a motorcyclist was seen attaching a magnetic device to his car. The bomb killed Roshan?s bodyguard, who was driving the car, and wounded an 85-year-old passerby. Roshan was a professor at a Tehran technical university and a supervisor at the uranium enrichment facility in Natanz. He had met with International Atomic Energy Agency (IAEA) inspectors days before he was assassinated

In January 2010, a remote-controlled bomb killed Massoud Ali Mohammadi, a Tehran University nuclear scientist.

In November 2010, another car bomb blast killed Majid Shahriyari, a professor of nuclear engineering at Shahid Behest University.

An attempt to kill Feredeyoun Abbasi-Davani, the head of the physics department at Imam Hossein University, failed because he jumped out of his car in time.

In July 2011, gunmen in Tehran shot physicist Dr. Darioush Rezai.

Another scientist died supposedly as a result of carbon monoxide from a heater in his home.

There have been a series of unexplained explosions at Iranian military sites. A November 12, 2011, explosion destroyed the Iranian Revolutionary Guard base at Bid Kaneh, killing 17 people. A massive blast in December 2011 destroyed much of a facility for enriching uranium in Isfahan, killing dozens. One of those who died was Revolutionary Guard major General Hasan Moghadam, in charge of developing long-range missiles and responsible for liaison with Syria and Hezbollah in Lebanon.

Mossad?s other strategies included attempts to close down Iran?s international supply chain, shipping faulty components, planting a computer virus known as Stuxnet to disrupt the Siemens computerised system that runs centrifuges in Natanz, and two further cyber attacks, including another computer virus called Duqu.

Melman and Raviv recount how Israel?s determination to preserve its own monopoly on nuclear weapons in the region was behind its attack on September 6, 2007, on al-Kibar, in northeastern Syria. Mossad believed it housed a nuclear reactor designed by North Korea, whose purpose was to produce plutonium as the fissile material for bombs.

The assassinations serve to intimidate scientists and their families. Mossad intelligence believed that some scientists left the programme and scientists from China, Russia, Pakistan and elsewhere turned down invitations to work in Iran.

The assassination and terror campaign is being waged alongside the imposition of a list of sanctions against Iran by the United States, Europe and other powers. Washington has dispatched aircraft carriers to the Persian Gulf, amid bellicose statements insisting that ?all options? are on the table. There are constant threats from Israel that it will launch a pre-emptive attack on Iran?s nuclear facilities, as it did against Iraq in 1981 and Syria in 2007.

The book also recounts some of Israel?s highly illegal efforts to develop its own nuclear weapons arsenal, believed to contain at least 200 warheads with the ability to deliver them by intercontinental ballistic missiles, submarines and aircraft. Israel has never been subject to inspections, as it is not a signatory to the Nuclear Non-Proliferation Treaty.

Tel Aviv, with Washington?s full backing, routinely denounces Iran as a ?state sponsor? of terrorism for providing support to Hamas and Hezbollah, bourgeois nationalist movements that arose in response to Israeli aggression and expansionism, and the Syrian regime of President Assad.

Washington and Tel Aviv accuse Tehran of illegally producing enriched uranium that serves as fuel energy or components for medical uses for nuclear weapons, a much more complicated purification process, without citing any reliable evidence. At the same time, the US has approved India?s and Pakistan?s development of nuclear weapons outside the framework of the international inspection regime.

For some years, Israel has maintained that Tehran is ?just a year away? from being able to produce nuclear weapons. It carries out assassinations, bombings and sabotage campaigns, while the corporate media excuses these crimes and demonises their targets. This is entirely in line with the total silence on the criminal and reckless character of US policy in the region and its hypocrisy in waging a supposed ?war on terror? while supporting terrorist actions against regimes it has targeted for removal. Washington is attempting to redraw the political map of the entire Middle East. It threatens not only region-wide conflict but the involvement of the powers it is trying to exclude from this area of vital geostrategic concern, Russia and China.

Now that the dust has settled and I?m digging back through the loot, another idiosyncrasy of mine has been unearthed: I love saving tissue paper, smoothing it back out and folding it nicely. ?If I were a tree, I think that given my options I?d like to be headed towards a life of tissue paper. ?It?s so cheerful. ?(Do you save tissue paper?)

And in other good news, if you remember my story of Dorothy from the Thieves? Christmas, time has favored me and she?s completely forgotten who I am!

?No question about it, when you?ve been around those guys 10-plus years, it?s definitely different,? Hampton said. ?But that?s part of it. You see guys come and go all the time. Those are definitely special guys, but I think those guys will fill in and do their best to make up for it.?

Hampton is currently on the Physically Unable to Perform list, but he says he?ll be ready to go when he needs to go.

?I don?t have no problem with being on it as long as I need to be,? Hampton said. ?I just want to get it right and be right when I?m out there. I don?t want to be out there hobbling messing around; I wanna be out there ready to go.?

And Hampton thinks the Steelers are ready to go to the postseason again, regardless of anyone saying he?s old and slow.

He is the reigning USA National Middleweight Champion, winning a double tie-breaker to take that title, and he is a five-time Cleveland Golden Gloves Champion.

Greek prime minister meets austerity inspectors

ATHENS, Greece (AP) ? International austerity inspectors pressed Greece's prime minister Friday to implement new harsh cost-cutting reforms as the country faces the alternative of losing the rescue loans that are keeping the country afloat.

Antonis Samaras, whose conservative-led coalition came to power just over a month ago, is under intense pressure to stick to his predecessors' austerity commitments ? and find new areas to make cuts.

European Union, International Monetary Fund and European Central Bank officials ? known as the troika ? started a new scrutiny of Greece's austerity program this week. If their report, expected in September, is damning, Athens could stop receiving its vital rescue loans and face a disorderly bankruptcy and exit from the euro.

The debt-crippled country has been surviving on international bailouts since May 2010. To secure them, it imposed deeply resented spending cuts, slashing incomes and salaries while hiking taxes.

Government spokesman Simos Kedikoglou said the inspectors, who represent Greece's bailout creditors, briefed Samaras on "the initiatives that must be taken to ensure that the national program is brought back on track."

The hour-long meeting in Athens came a day after EU Commission President Jose Manuel Barroso exhorted Samaras to "deliver, deliver, deliver" on past Greek promises.

As part of its austerity efforts, Greece has achieved a remarkable reduction of its budget deficit from 15.8 percent in 2009 to 9.1 percent last year. However, the country is considerably off-target in other areas of reform.

Athens largely blames this on a deeper-than-anticipated recession, which could see its economic output fall by more than seven percent this year. That would bring the total economic contraction over the past five years to a crippling 20 percent ? which Samaras has likened to the Great Depression in the U.S.

A political crisis sparked by fierce rivalry between the country's main political parties stalled the reforms for three months. Politicians were only able to settle their differences and form a three-party coalition in June after two inconclusive elections.

Samaras' government must now secure approval from bailout creditors for a ?14.5 billion ($17.78 billion) package of further cost-cutting and revenue-boosting measures in 2013 and 2014. Although no details have been made public, many of the savings are expected to come from new cuts in pensions and benefits.

Greek unions have responded angrily to a series of income cuts since the crisis broke out in late 2009. The head of the main GSEE union said he and the troika officials "agreed to disagree on everything" during a meeting Friday.

"Their program has destroyed us, pushing the economy into recession and creating huge social problems, with unemployment foremost," Yiannis Panagopoulos said.

He accused the troika of presenting themselves as doctors and "proving to be charlatans and quacks" whose treatment killed the economy.

"Were they civil servants up for assessment, they would surely be sacked," he said.

TORONTO, July 27, 2012 /Canada NewsWire/ - Canadians are increasingly taking on the responsibility for managing the finances of a family member or close friend, with one in ten now looking after the finances of another, in addition to their own, finds a new CIBC (TSX: CM, NYSE: CM) poll conducted by Harris/Decima.

Key Poll Findings:

...One in ten Canadians are managing the financial affairs of an elderly, disabled or otherwise incapable family member or close friend
...31 per cent of those managing the affairs of another have no formal legal agreement
...74 per cent of Canadians see a benefit in having a professional provide advice on how best to manage the financial affairs of a family member or close friend

Making the situation even more difficult is the fact that one-third (31 per cent) of those managing the financial affairs of another are doing so without a formal agreement or document, such as a Power of Attorney.

"Since many financial activities involve personal decisions, it is logical that people often reach out to friends or family for assistance," says Jamie Golombek, Managing Director of Tax and Estate Planning at CIBC. "However, the reality is that most people don't have the time, knowledge or expertise required to manage another person's finances.

"This situation is made much worse when arrangements are informal. Decisions you would normally make may not be what the other person wants or expects. That is why it is very important that a formal estate plan, including a Power of Attorney that appoints someone to conduct financial transactions on your behalf, be created before anyone takes on the responsibility for managing the financial affairs of an elderly, disabled or otherwise incapable family member or close friend."

Mr. Golombek says there are two important considerations to take into account when appointing someone to manage your financial affairs should you become unable.

Make sure you choose the right person for the role

"It is important to carefully consider who you choose to manage your financial affairs," says Mr. Golombek. "They may be required to not only complete simple tasks such as paying bills and managing budgets, but also more complex transactions such as selecting investments, selling property, filing tax returns and accounting for financial transactions to name a few."

Although most people choose family and friends to manage their affairs because they bring a level of comfort in terms of trust and familiarity, the CIBC poll found that 74 per cent of respondents saw a benefit in having a professional provide advice.

Make it formal

"Managing the financial affairs of an elderly, disabled or otherwise incapable family member or close friend can be emotional as well as time consuming," notes Mr. Golombek. "However, given that one third of those managing the affairs of another are doing so without a formalized agreement, conflict can arise. When arrangements are informal, misunderstandings can occur and are not uncommon."

He cites an example of an elderly client who was having difficulty managing her finances so she asked for her eldest son to be added as a joint account holder on her bank account. However, without any formal documentation, her son, as a joint account holder, could potentially withdraw funds for his own personal use. Because she lives in a province where joint with right of survivorship applies (it doesn't in Quebec), upon her death, all the funds in the account would belong solely to him, possibly to the exclusion of her other children.

Mr. Golombek says that if, instead of making the account joint, mom had formally appointed her son and documented her intentions in a Power of Attorney, it would clearly outline that he could only use the funds for her expenses. Further, upon her death, the remaining account balance would be passed to the estate beneficiaries of mom's choosing, which might include all of her children.

Mr. Golombek recommends that Canadians have an estate plan that includes a Power of Attorney that clearly outlines the attorney's scope of responsibility.

"When making a Power of Attorney, you need to consider who is best equipped to carry out your wishes and specifically define the scope of responsibility and how funds are to be used. For your intentions to be known and executed, it's important to plan ahead. This will reduce uncertainty and conflicts later."

British PM 'middle of nowhere' comment elicits jab

(AP) ? Mitt Romney jabbed. British Prime Minister David Cameron countered. Salt Lake City's mayor hit back.

Ah, let the games begin. No, not the much-anticipated 2012 Olympics, but an across-the-pond kerfuffle between London, the host city, and Salt Lake City, the home of the 2002 Winter Olympics.

It began with the suggestion from presumptive GOP presidential nominee Mitt Romney, who led the Utah games, that British officials might not be prepared to pull off a successful Olympics.

The remark sparked sharp responses from Britain's top officials, including Cameron, who said it was easier to hold an Olympics in the "middle of nowhere." That "middle of nowhere" seemed a reference to Salt Lake City.

Enter the city's mayor, Ralph Becker, whose office noted Friday that officials in Utah would gladly educate Cameron on all Salt Lake City has to offer, even providing a map "so he doesn't run into any trouble locating the middle of nowhere."

"We'd welcome the opportunity to share all that we enjoy here with the PM, including a great number of assets that you'd be hard-pressed to find in London," said the mayor's spokesman, Art Raymond.

Raymond pointed to world-class outdoor recreation, a resilient and prospering economy, one of the best-educated populations in the world and a rare sense of community.

Romney's political career was born from his leading role in organizing the 2002 games, which were plagued by scandal before he was tapped to take over. His remarks about London's readiness drew the ire of residents across the United Kingdom.

Cameron said: "We are holding an Olympic Games in one of the busiest, most active, bustling cities anywhere in the world. Of course, it's easier if you hold an Olympic Games in the middle of nowhere."

The British news media also weighed in, lampooning Romney at that start of his trip to meet foreign leaders.

"Who invited party-pooper Romney?" the Daily Mail quipped. "Nowhere Man" declared the more reserved Times of London. "Mitt the Twit" screamed The Sun's headline.

Cameron said Romney and others would "see beyond doubt that Britain can deliver."

Back in Utah, Becker's office paid no mind to Romney's comment, which the former Massachusetts governor walked back on Friday, saying "it looks to me like London is ready."

Jamestown Based ?Farm Rescue? Expands to Iowa | NewsDakota

JAMESTOWN, N.D. (NewsDakota.com) Jamestown based ?Farm Rescue,? a nonprofit organization that plants and harvests crops free of charge for farm families facing unexpected crises resulting from major injury, illness or natural disaster, has expanded into Iowa.

?It?s always devastating when a family member experiences an unexpected crisis like a severe injury or illness. When a farm family experiences an unexpected crisis it can be even more devastating,? said Bill Gross, Farm Rescue founder. ?For many farm families, their livelihood relies on a getting their crops planted and harvested in a timely manner. The assistance we provide is beneficial to rural communities and people throughout the United States. Agriculture plays a large role in the economic well-being of our nation. There are 2.2 million farms in the United States. It is our nation?s farms which provide the commodities used to produce healthy and nutritious food for everyone in America.?

Armed with dedicated volunteer labor and sponsored farm equipment from RDO Equipment Company, Farm Rescue has planted or harvested crops free of charge for nearly 200 farm families facing a crisis situation such as injury, illness or natural disaster in North Dakota, South Dakota, Minnesota and Montana.? ?We started helping farmers six years ago because I noticed changing demographics in rural America. Forty or 50 years ago it used to be that neighbors could do all of the work if something happened. Now we?re seeing fewer family farms, less children on each farm, and it has simply become harder for neighbors to help one another due to the economic pressures upon their own business operation.

Farm Rescue is a structured avenue for farm families to turn for assistance during a time of crisis. Just one injury or illness could be the end of a family farm. That is why Farm Rescue was formed? to help prevent family farms from ceasing to exist,? said Gross, who has been named a CNN hero, featured in People Magazine?s ?Heroes Among Us,? and DirecTV?s ?Small Town Hero? for his creation of Farm Rescue.

Farm Rescue relies solely on the generosity of its business sponsors, individual donors and grants.

Members of the business community have stepped-up in support for Farm Rescue.

Businesses with footprints all over rural communities support Farm Rescue.
?Farmers support small towns and rural communities. Many of these towns exist because of farmers,? said Len Jentz, operating partner at Pizza Ranch in Waverly. ?Pizza Ranch exists in rural communities across the state. Without farmer support, a lot of these communities might not be here.?

Agriculture and ag-related industries are a major component of Iowa?s economy. In many small communities, agriculture is the primary industry.
?Farm Rescue not only is important because it helps today?s farmers that are in need; it?s also helping to ensure that farms stay in families for the next generation of farmers,? said Keith Jackson, advertising manager at Wilson Trailer Company. Wilson Trailer Company has sponsored a semi-trailer to use for field operations.

Farm Rescue does not offer help to farms that have been mismanaged, and Farm Rescue does not give money to families. Farm Rescue provides their services to farm families that have been screened and it?s determined that they are in need of help due to circumstances beyond their control.? ?We are here to help farm families during crises,? said Gross. ?If you or someone you know are facing an unexpected injury, illness or natural disaster, please reach out to us. LAS VEGAS (CNN) ? More than 400 million people trust Google with their e-mail, and 50 million store files in the cloud using the Dropbox service. People manage their bank accounts, pay bills, trade stocks and generally transfer or store huge volumes of personal data online. Who is ultimately in charge of making sure all this information is secure: the government, the companies or the users?

At lively panel discussion at the annual Black Hat security conference in Las Vegas on Wednesday, computer security experts discussed the roll of the government in online security. The debate centered on whether the U.S. government should take the lead in setting security standards for the industry or whether companies are responsible for their own security and that of their users.

?I lose my cool when I hear people from the government say people from the private sector need to stand up. Providing for the common defense is what the government is supposed to do,? said security systems expert Marcus Ranum.

The U.S. government is considering various security bills that address online security standards.

One controversial bill, the Cyber Intelligence Sharing and Protection Act, would allow private companies to share data with government agencies when there is an attach or breach, without fear of lawsuits from customers over the shared data. However, several civil liberties groups believe the bill needs more restrictions on how the government can use that shared information.

Creating laws isn?t the only way the government can push for greater security. It can also use its significant financial sway on major companies.

?The government is an enormous purchasing agent in our industry. Why can?t the NSA come up with a security standard that they like?? asked Bruce Schneier, security critic and author. ?Let them go to the operating system companies, the database companies, the cloud providers, and say if you want the government business, you have to adhere to this.?

Opponents of the government-control approach say corporations are responsible for their own security online, just as they would be for the physical security of their offices or property. Law enforcement is there to respond to incidents, not make sure the doors are properly locked, they contend.

Some of the enthusiasm for the government to take the initiative on cyberthreats is rooted in distrust of big Internet companies.

At one point, Jennifer Granick, the director of civil liberties at the Stanford Law School Center for Internet and Society, asked the large audience of security professionals who they trusted less, Google or the government? The majority raised their hands for Google.

?I fear Google more than I pretty much fear the government,? said panelist Jeff Moss, the founder of Black Hat and DEF CON. ?Google, I?m contractually agreeing to give them all my data.?

For now, mutual distrust between the government and the private sector is keeping the two sides from working together as effectively as possible, and the public could suffer because of it.

?The biggest risks right now are not the bad guys,? said Schneier. ?They are the good guys who are not doing enough.?

The users do have some responsibility to protect their data online, but the panelists agreed that regular people will usually bypass any extra steps, even if they are in their best interest, in the name of convenience.

The poster child of sex offenders who altered their digital identity is Fran Kuni, who changed his name to Jamie Shepard and was able to get a job as a U.S. Census worker in New Jersey before being busted by a mom who recognized him when he knocked on the door of her home.

Nearly one in six convicted sex offenders is using sophisticated techniques invented by identity thieves to avoid their legally mandated registration requirements, a new study has found. These digital absconders might be able to avoid post-incarceration restrictions by living near schools and playgrounds, and could possibly gain employment working with children.

The study, conducted by Utica College and funded by the U.S. Justice Department, estimates that roughly 92,000 of the 570,000 registered sex offenders across the country are systematically manipulating their names, birthdays, Social Security numbers and other personal identifiers so they can live as they want while appearing to satisfy court-imposed or statutory restrictions.

"These are offenders who are flying under the radar and authorities don't know it," said Don Rebovich, the Utica professor who directed the study. "The authorities really don?t have the resources to keep on checking on these people. Offenders find where the vulnerabilities are in the system and exploit them."


These digital absconders create two obvious problems. Communities expend energy and resources dealing with offenders who aren't really there -- local police knock on doors and send notices to warn neighbors; public listings are published on the Internet. And sex offenders live where they please as normal adults, without any protective measures kicking in.

"In the worst-case scenario, by thwarting registration requirements, they could potentially have easier access to children," said Staca Shehan, director of case analysis at the Center for Missing and Exploited Children, who is familiar with the study. "(In) those jurisdictions that have residency restrictions that would not allow (offenders) to live within distance of a school, daycare or park, (they) could avoid that type of requirement."

While the study found that an average of 16.2 percent of sex offenders manipulate their identities nationally, some states fared worse: Louisiana, Washington, D.C., Nevada, Tennessee and Delaware all had digital absconder rates of higher than 25 percent.

Officials in Tennessee, Nevada and Delaware challenged the study's conclusions and complained that they had not been contacted by the researchers for additional information that might have clarified the results; officials in the other states did not immediately respond to requests for comment.

'Strategic' manipulation
Shehan said there are generally two kinds of sex offender absconders: those who simply fail to keep their records current, and hope they fall through the cracks; and those who are more systematic in their evasion, intentionally altering their identities so they can circumvent the restrictions.?

"That takes a lot more thought," she said. "They are much more strategic about what they are doing ... and so that's much more concerning."

In one celebrated case of sex offender identity manipulation, a convict named Frank Kuni changed his name to Jamie Shepard and was able to get a job as a U.S. Census worker in New Jersey. Kuni was recognized by a mom after he knocked on the door of her Pennsauken home, and he was later sentenced to three years in prison. Kuni?s case attracted national headlines because of the fear it created surrounding temporary Census workers.

The Utica study, believed to be the first attempt to quantify these more strategic absconders, was conducted by Utica College's Center for Identity Management, set up to examine a variety of identity issues in the digital age. Rebovich is director of the center.

It's well known that some sex offenders neglect their registration requirements, dropping off the grid and accepting only cash-paying jobs to remain hidden. But the Utica study found something more subtle, and perhaps more disturbing -- sex offenders who appear to be satisfying their registration requirements while living a digital double life.

In a parallel survey of 223 law enforcement agencies from 46 states, Utica found that awareness of ID-theft style registry evasion was low -- only 5 percent of respondents said they knew of an identity manipulation case within their jurisdiction.?

And nearly 40 percent of the agencies responded that they had zero absconders, suggesting some law enforcement agencies are unaware of the problem.

The power of the Utica study lies in the use of sophisticated algorithms developed by private firm ID Analytics, a fraud-fighting company used by many large banks and other financial institutions. ID Analytics receives more than 1 billion credit applications and other credit-related events?from clients every year. It uses sophisticated software to track the behavior of identity thieves across the credit system, and can find fraud that individual firms miss. It knows, for example, if a criminal uses a systematic series of birthdays or addresses on a set of credit card applications at various banks in an attempt to evade fraud detection. The ID Analytics tool has enough data that it can generally tell the difference between honest typographical errors and systematic fraud attempts.?

ID Analytics ran sex offender data through its massive database of credit-related events, and found evidence of rampant identity manipulation among the offenders.

Kristin Helm, a spokeswoman for Tennessee's sex registry, challenged the study's findings, saying that fewer than 1 percent of that state's sex offenders are absconders. Criminals have always used false identities to try to evade police, but law enforcement systems are geared to handle that issue, she said. "Fingerprints obtained by law enforcement identify individuals regardless of a name or Social Security number," she said, adding that names sometimes change for legitimate reasons, too, such as marriage.?

But Stephen Coggeshall, chief technology officer for ID Analytics, said his technology is well-versed in screening out mundane reasons for identity changes and finding patterns that specifically indicate active evasion is taking place.

"This goes way beyond typos," he said. "These are people who have slightly adjusted or substantially adjusted their personally identifiable information for a reason. They are actively doing so, and we are observing them use these aliases relatively recently."

Nevada spokeswoman Julie Butler also questioned the validity of the study, which she had not seen. She said that Nevada uses fingerprints to track sex offenders, so identity manipulation techniques would be ineffective.

"Our registry is fingerprint-based. We don't base it on date of birth, or Social Security number, or name," Butler said. "They can put down their name as whatever and we still have them in the database."

But Coggeshall responded that even in states which use fingerprint identification, an identity manipulator would only be discovered when trying to engage in an activity ? such as becoming an elementary school teacher ? which triggers a fingerprint evaluation.?

"In general it doesn't help you track where they are or if they're living under an alias at an unregistered location," he said. "It can help to find sex offenders as they enroll in certain groups, but many ? groups don't routinely fingerprint new enrollees."

SSNs connected to multiple people
Two years ago, using this tool on a database of Social Security numbers, ID Analytics found that rampant evidence of identity theft: 5 million SSNs were connected to three or more U.S. adults in credit applications, and 140,000 were associated with five or more people, indicating almost certain fraud. The tool can also track individual identity manipulators, as ID Analytics calls them, as they attempt various frauds across an array of credit issuers.

This tool was turned on the sex offender registry problem at the invitation of Utica College in Utica, N.Y., beginning last year. ID Analytics took a large sample -- nearly 100,000 -- of the 570,000 active registered sex offender records and ran them through its credit application database, looking for signs of manipulation.

The findings were disturbing. In Louisiana, the study found, nearly two-thirds of offenders' records showed signs of manipulation. Rebovich theorized that Louisiana's problem might stem from the aftermath of Hurricane Katrina, which gave some people a golden opportunity to drop off the grid.

Officials in Louisiana did not immediately respond to requests for comment.

In many cases, the study found, the steps criminals take are subtle -- changing an address from "440 Monroeville Road" to "434 Monroeville Road," for example. In fact, in the majority of cases, digital absconders?were much more likely to move across town than across the country. Absconders who fake their address are six times more likely to remain in the same state than to cross state lines, the study found, and 90 percent of those who remain in state stay within 40 miles of their original registered address. In many cases, the data shows, those addresses belong to a family member. That might allow absconders to show up on a moment's notice at their registered address in case local police do a random check, Rebovich said.

But the address change could also allow them to apply for jobs and housing they would otherwise be unable to qualify for, he said.

While half of the manipulations involve bad addresses, plenty of other types of evasion are going on, the study found. One subject studied had five names, three Social Security numbers and four dates of birth, for example.

About 10,000 offenders had used at least four different Social Security numbers, Rebovich said. The evidence indicates this was usually done to evade the court registration requirements rather than commit financial identity theft, the study found.

One reason sex offenders seem to get away with evasion is that registration requirements are set by states and vary widely. In some states, convicts merely send updates through the U.S. mail to state officials, and are subjected to little, if any, verification. In others, officers try to check on sex offenders, but ofter are assigned hundreds, or even thousands of offenders, to track.

In other states, such as Florida, there are strict requirements and frequent random inspections, Rebovich said. That shows up in the data -- Florida's digital absconder rate is about half the national average, at 9.4 percent.

The study was funded by the Justice Department's Bureau of Justice Assistance, which plans on issuing a comprehensive report later this fall. Requests for comment from the Department of Justice went unanswered.

'System is never going to be perfect'
Shehan, of the Center for Missing and Exploited Children, said she didn't believe that the potentially high rate of digital absconders means the entire sex offender registry program is broken. In fact, she said the situation has improved since passage of the Child Safety and Protection Act of 2006, which instituted some national standards on offender registries.

Still, she said it's important that states move to biometric identifiers, such as fingerprints, to maintain more accurate records of offenders and their whereabouts.

"Criminals are constantly thinking of ways to beat the system," she said. "The system is never going to be perfect."

Rebovich is hoping the study will spur new methods for checking up on sex offenders, including techniques that would seem familiar to those who work in financial fraud. In a model developed by Utica and ID Analytics, offenders could be given a score, similar to a credit score, which would rate the likelihood that identity manipulation was occurring.?

"We are trying to develop a predictive model," he said. "So we can turn it into an alert system, so states can do this in real time, if they want to." ?

Coggeshall said such an alert system would have helped police track down Frank Kuni before he was able to get a job with the Census Bureau.

"In retrospect, we know there are things we would have been able to observe" he said.
